I got a hold of Bank of America and discovered that this problem was a lot more complicated than I understand, and apparently had nothing to do with my foreign travel. They blamed the Visa credit card company, but it still sounds to me like it was their fault. So Bank of America is on extremely thin ice with me, but I finally managed to get my ticket behind the Iron Curtain.
